Penn State will be short-handed at an already thin defensive tackle position for their Citrus Bowl matchup against Kentucky (1pm ET, ABC). Second-team all-conference DT Robert Windsor was not seen on the field during pregame warmups despite practicing in Orlando in the run up to New Year's Day:
I do not see Rob Windsor on the field during warmups. Was at practice this week but cant say I saw him do any drills while there. Look for Antonio Shelton to get the start next to Kevin Givens.

The opposing Wildcats are a run-first team behind record-breaking back Benny Snell, who rushed for over 1,300 yards for the second-straight season in 2018. True freshman P.J. Mustipher and converted offensive lineman C.J. Thorpe should also get more snaps behind Shelton and the established Givens.
Additionally, backup safety Ayron Monroe is also apparently unavailable. Monroe played in all 12 games and totaled 10 tackles in a backup and special teams role.
