A five-star prospect in the 2018 class, the New Jersey native redshirted his first year on campus due to a lingering injury. He did still appear in his four games, catching three passes for 20 yards.
He entered the 2019 season as an unquestioned starter but drops plagued his performance throughout the campaign. He lost his starting spot to Dan Chisena ahead of the Ohio State game, but still out-snapped the former walk-on by a good margin. He left the program and entered the portal the following week.
He finished the 2019 season with 12 catches for 137 yards on 20 targets. Shorter will have to sit out a year due to NCAA rules, but it is possible he will apply for a waiver. He will have three years of eligibility remaining, including the season he must sit out.
Penn State now has just one player remaining in the transfer portal, after reserve defensive end Daniel Joseph entered his name in the portal last week.
